Sonic 4 Episode II is Sonic 4 Episode I, but with less wonky awfulness. Breakdown:
Here's the good; the graphics are gorgeous, the scenery is reminiscent of classic zones without being rehashes, and the bosses are all completely original.
Here's the bad; half of the bosses are boring, a couple of them are incredibly unfair rather than difficult, the music is about on par with Episode I, and it's pretty short.
The bottom line? It's not bad, and it's not great. Do you like Sonic games? This one's what you might hope for after Episode I, but it's not better at all than Generations. Worth picking up during a sale, hard to sell at $15.23:00
